Remove jeopardy functionality and add tests

The api hoster lost the domain name and never renewed. He might renew it at some point but unfortunately it's gone 😞

On the bright side, I've added a ton of new tests that even bring the hander package to 100% coverage. Overall, saltbot is sitting at 97.4% coverage 😄
