More saltbot enhancements

1. Use annotations instead of labels and add expiry

   With the more easily readable timestamp in the annoations, it will be easier for me as an operator to see when the reminders or polls will end.

2. Add numbers to poll result string

3. Add author name to configmap annotations instead of author ID
